GOVERNANCE AND IMPLEMENTATION

Stakeholder Group

The Stakeholder Group role is the decision-making body for the initiative and assures that the goals and objectives of the initiative are achieved. Responsibilities are as follows:

  Organize flexibly to accomplish tasks and adapt to changes as the SOC for youth with serious emotional disturbance is transformed
  Conduct an assessment of the current SOC
  Create and maintain a shared vision of what we are trying to achieve, with agreed-upon goals, objectives, strategies, and evaluation measures
  Help each stakeholder to obtain meaningful sponsorship within his/her organization or parent and youth network and to share the vision, goals, objectives, strategies, and evaluation measures within their respective networks vertically and horizontally
  Hold each stakeholder accountable for commitments to goals and objectives and for implementing agreed-upon strategies
  Participate in evaluating implementation of strategies and progress toward goals and objectives
  Facilitate information exchange among stakeholders, respective organizations, and parents and youth in our community
  Shape and support communications with the Power of We Consortium, the Center for Mental Health Services of the Substance Abuse and Mental Health Services Administration, the national evaluator, and others


Four work groups established by the Stakeholder Group have identified the activities necessary to pursue the key strategies of Impact in order to reach the goals established by the Stakeholder Group. The work groups have participated in evaluation activity to identify indicators of progress. Measurement of the indicators will document the degree to which the activities were completed, how the indicators will be measured, and with what result. The specific roles of the work groups are as follows:

  Assist with the implementation of strategies and activities
  Monitor the implementation (process) and results (outcomes) of strategies and activities
  Review and interpret evaluation data and develop recommendations to refine strategies and activities
  Make recommendations to the Stakeholder Group on refinements to the strategies and activities

Staffing

The role of SOC staff is to

  implement strategies and activities per the agreed-upon work plans,
  facilitate and staff the work groups, using work plans as a guide,
  document progress and any refinements recommended by the work groups to the Stakeholder Group, and
  assist the work groups in presenting recommendations to the Stakeholder Group and revising work plans based on decisions.


Sustainability Work Group

The role of the sustainability work group is to develop, monitor, and improve the implementation of the work plan to carry out strategy 6, alignment of funding streams and structures. Key accomplishments to date include the preparation of an interagency agreement articulating the support of partner agencies for the Impact system of care, which was signed at the fall kick-off event on October 03, 2006. The work group also developed and presented a resolution to the Ingham Board of Commissioners requesting support of Impact system of care, which passed.

Communications Work Group

The role of the communications work group is to develop, monitor, and improve the implementation of the work plan to carry out strategy 7: communications and social marketing. Key accomplishments to date include developing information for the October 2006 kick-off event and identifying immediate activities that will become part of the communications plan. Dialogue has begun on the most effective and efficient methods to communicate the message of Impact to the system partners, children/youth and families, and the community at large. The work group is also guiding the development and refinement of the Impact website, identifying audiences, and developing appropriate messages.

Learning Community Work Group

The role of the learning community work group is to develop, monitor, and improve the implementation of the work plan to carry out strategy 3: training, technical assistance, and workforce development through a learning community. The work group has been designing activities that will promote continuous learning throughout the Ingham County System of Care, e.g., identifying the training and technical assistance needed to support working effectively with youth and families. The work group is hosting regular meetings of managers from the agencies in the SOC partnership to identify the needs and processes that will support staff development and provide technical assistance to the Family Council and Speak Your Mind youth to meet needs for training that they have identified.

System Assessment, Services, and Supports Work Group

The role of the system assessment, services, and supports work group is to develop, monitor, and improve the implementation of the work plan to carry out strategy 2 (developing new and strengthening existing services/supports and integration of policies and procedures that are outcome-driven), strategy 4, (individualized service planning), and strategy 5 (quality improvement and assurance). Key accomplishments to date are initiating the assessment of available services and preparing to review and apply data from the evaluation that may help identify ways to improve strategies and new and/or improved services that may be needed to meet the needs of children/youth with serious emotional disturbance and their families. The team has completed an initial system assessment survey; confirmed the referral, intake, and enrollment processes for children entering the SOC, and developed a problem- solving approach.

Evaluation Team

This team, comprised of SOC staff, representatives of the four work groups, and evaluation staff, has identified the steps or questions that work groups will follow to review and interpret data:

  Evaluation staff provide data to the Evaluation Team.
  Evaluation Team provides data to the work groups with suggestions for review and interpretation.
  Work groups review and interpret data with help from the evaluation staff.
  Work groups recommend refinements to the strategies and activities to the Stakeholder Group.

Scientific Advisory Team

The Project Director and Lead Evaluator established a Scientific Advisory Team (SAT) that will draw on the expertise of Michigan evaluators and researchers in the arena of children’s mental health. The SAT’s role is to advise the local evaluation team on the initiative’s theory of change and the design and implementation of the local and national evaluation. The SAT will advise on evaluation activities such as

  designing and implementing the most efficient and valid methodologies for measuring progress toward the initiative’s goals and objectives,
  assuring that the initiative is afforded multidisciplinary knowledge and a balance of expertise across applied research and evaluation methods,
  interpreting and reporting findings across multiple audiences, including family and community stakeholders, clinicians, and policymakers, and
  contributing to peer-reviewed publications.
